The vassal limit multipliers are only for Duke-tier rulers and above though, so if you are trying to test this as a Count it won't work. I usually leave the base vassal limit alone though, as I'm not entirely sure what, if any, impact this has on AI realms. This glitch also occurs when you modify the demense limits - which are just above the vassal limits in a - in that sometimes it won't immediately recalculate on its own.
